UV5R - won't transmit on specific VHF frequency

Hello,

I have a couple UV-5R on hand, and programmed the same as previous UV-5R and UV-5RA models. However, these will not transmit on some VHF frequencies when my other units will.

The UV-5R is labeled as;
The other radios I have on hand, that are labeled as UV-5RA but also have the frequency range they can transmit on. They are the ones able to transmit on my 'programming' and frequencies entered.

As an example;
152.400
155.400
158.400 

None of those will TX on the newly purchased UV-5R. 

Does anyone know why?
Did Baofeng run into an FCC issue and are now restricting?
